William Joseph Burns (born April 11 1956) is the President of the Carnegie Endowment for International Peace and was the former United States Deputy Secretary of State (2011-2014). He quit the U.S. Foreign Service in 2014 after a 30-year diplomatic career. Burns was previously ambassador of his country of the United States to Jordan from 1998 until 2001 as Assistant Secretary of State in charge of Near East Affairs from 2001 until 2005 as well as ambassador from the United States to the Russian Federation from 2005 to 2008, and then Under Secretary of State in the area of Political Affairs, from 2007 until 2011 among other high-level posts in Washington and around the world. He is the highest-ranking official of the Foreign Service, career ambassador and is the second diplomat in the career in the history of diplomatic service to be a the Deputy Secretary of State.
Burns along alongside George Tenet was instrumental in pushing through the brief Israeli-Palestinian cease-fire agreement in June 2001. He was a key player in the demise of Libya’s illicit arms program as well as the secret bilateral channel with Iranians which led to an historic interim accord with Iran with the P5+1.
